I have seen a lot of press lately about bullying in schools as we are in the middle of back to school. Who do you think should take responsibility for the bullying?
Teachers?
School Administration?
Parents?
The Kids themselves?

It starts in the home, children learn by their environment & what they are raised in, traumatic experiences, genetic links if applicable, so parents ARE responsible then the children should be held accountable for their actions/behavior & then school administration for inforcing the rules for the safety of all. Teachers can only accomplish so much if a child isnt raised w/morals & values or if something bad has happened to the child without a teacher knowing the kids personal issues, unless there is something wrong w/the teachers behavior & they cross a fine line, I've seen this happen & its difficult to keep the peace & police all.
All of the Above. I believe that education and discipline starts at home, thus parents should be responsible in teaching their children to respect others. School Administration should implement anti-bullying policies and monitor bullying at a higher more macro level. Whereas, teachers should monitor students and their behavior on the whole at a more micro level; educate them against bullying, and step in when bullying occurs. Lastly, students should know and understand clearly how negative bullying is and that it doesn't make you "cool", as well as promote positive behavior amongst their peers.
I feel that the combination of all four efforts (Admin, Teachers, Parents, and Students) can prevent and combat bullying on the whole, but it takes everyone coming together in order to do so effectively.
